Pool Enclosure Permit Steps in Toronto
- Apply for a zoning certificate for the pool fence enclosure. The fee is $214.79 as of January 1, 2026.
- Send the enclosure permit application and site plan to the City. Site plan review takes 10 to 20 business days.
- Build the pool and the enclosure to the approved plan.
- Book the enclosure inspection through 311. The pool cannot be filled until it passes.
Pool Safety Standards for Toronto Houses
Proper fencing is the core of Toronto’s pool safety regulations. Under the City’s fence by-law, the enclosure around a pool at a house must be at least 1.2 m high and at least 1.2 m back from the water’s edge. Gates have to be self-closing and self-latching, and nothing between 100 mm and 1.2 m above grade may make the fence easy to climb. If the property falls in a TRCA regulated area, such as a ravine or floodplain lot, a TRCA permit is needed as well.

Saltwater or Chlorine?
A saltwater system makes chlorine from dissolved salt, so the water feels softer and you handle fewer chemicals. It costs more up front and the salt cell needs replacing over time. Traditional chlorine is cheaper to start and simple to manage, but it takes more frequent testing of water chemistry.
